over the complete body except the face and the hands up to the wrist???
While in a desert climate dress is a protection against sun radiation, there are climates where dress is rather unhealthy. It is not by chance that people in tropical djungles usually wear little cloth, or nothing at all.
But even tribes that don’t use any dress usually make a difference between decent and unchaste behavior.
The verse you quoted can be interpreted that women should wear modest dress according to the costums of their culture. This is more plausible than a fixed dressing code which implies that God wants women wear much cloth even if this may cause skin diseases, and worse infections as a secondary consequence of these skin diseases (unless you use modern means of western hygiene and medicine, which in tropical djungles is only possible for rather “wealthy” people).
So, is this dressing code described by you more than a man-made rule derived from a mechanical interpretation of the qor’anic teaching by people having a narrow “arabocentric” view

I think it is an arabocentric view. The quran is a very poorly written book of jibberish, but it looks pretty.

There is a Qur’anic verse that says [24:31] And say to the believing women that they should lower their gaze and restrain their sexual passions and do not display their adornment except what appears thereof. And let them wear their head-coverings over their bosoms. And they should not display their adornment except to their husbands or their fathers, or the fathers of their husbands, or their sons, or the sons of heir husbands, or their brothers, or their brothers’ sons, or their sisters’ sons, or their women, or those whom their right hands possess, or guiles male servants or the children who know not the women’s nakedness. And let them not strike their feet so that the adornment that they may hide be known. And turn to ALLAH all, O believers, so that you may be successful.
